Position Goal:
The Senior Accountant will play a crucial role in ensuring the financial integrity and compliance of YLDF. This position is essential for managing grant funds, preparing financial reports, and providing oversight for the YLDF financial operations.
Objectives:
- To ensure proper financial management and compliance with donor requirements.
- To provide accurate financial reporting and analysis to YLDF management and support strategic decision-making.
- To implement internal controls and prepare for audits.
- To support capacity building within the finance team and across departments.
Duty Station : Sana'a
Scope of Supervision:
The Senior Accountant reports to the Executive Manager.
Tasks and Responsibilities:
Grant and Fund Management:
- Ensure compliance with donor requirements regarding financial reporting.
- Monitor and reconcile grant spending to align with project budgets.
- Prepare financial reports for submission to donors, detailing fund usage.
Budgeting and Financial Planning:
- Assist project managers in developing and managing project-specific budgets.
- Collaborate with senior management to develop and monitor the overall organizational budget.
- Provide financial analysis and advice to support strategic decisions.
Internal Controls and Audits:
- Prepare financial documents for internal and external audits.
- Implement and maintain internal financial controls to prevent fraud.
- Ensure compliance with local laws and NGO-specific financial regulations.
Financial Reporting:
- Prepare periodic financial reports for donors and YLDF senior management.
- Present financial information to assist in resource allocation and program funding decisions.
Cash Flow and Fundraising Support:
- Monitor cash flows to ensure operational liquidity.
- Collaborate with fundraising teams to forecast financial needs and track funds raised.
Tax and Legal Compliance:
- Ensure timely tax filings and compliance with NGO-specific laws.
Staff Supervision and Capacity Building:
- Manage and train finance staff to adhere to organizational procedures.
- Conduct performance reviews for the finance team.
- Collaborate with cross-department teams to align program goals with funding.
Executive Duties:
- Approve purchase and disbursement requests for YLDF and its projects.
- Sign bills, checks, exchange orders, and daily restrictions, ensuring all supporting documents are properly attached and signed.
- Prepare monthly and annual settlement restrictions for YLDF and its projects at year-end.
- Oversee the adoption of fixed asset depreciation.
- Sign issued checks and manage transfers between bank accounts and different YLDF accounts.
- Manage and control the accounting system, delegating appropriate authorities according to roles.
- Ensure daily registration and entry into the system by project accountants, general accountants, and fund secretaries.
- Apply YLDF financial systems regulations and policies.
- Manage liquidity, salaries, and risk.
- Represent YLDF with donors upon request.
- Meet with Programs Management to discuss work mechanisms, understand donor requirements, and prepare a work plan describing the financial aspect in line with the technical project implementation plan.
- Utilize accounting software and financial management systems to streamline processes and improve accuracy.
Banking Operations:
- Monitor the validity of banking operations and adopt monthly bank reconciliation notes.
- Ensure daily registration and entry into the financial system by the project accountant, general accountant, and fund secretary.
- Responsible for transfers between bank accounts and different YLDF accounts.
Documentation and Reporting:
- Relocate all bonds and restrictions prepared by the Accountant General, Project Accountant, and Fund Secretary.
- Review, approve, and issue reports prepared by the project accountant.
- Issue timely financial reports for all YLDF accounts, submitting them to management with a written report of observations, recommendations, and suggestions.
- Submit monthly financial reports to management, including audit balances, project implementation follow-ups, and on-demand reports.
- Archive and maintain all documents and records in an orderly manner for easy access and safety.
Role in Safeguarding and PSEA (Prevention of Sexual Exploitation, Abuse, and Harassment) Policies:
- Familiarize with safeguarding/PSEAH policies, procedures, and guidelines.
- Identify and report any safeguarding concerns or suspicions to the Designated Safeguarding Lead or reporting channels.
- Participate in regular safeguarding training and professional development opportunities.
- Maintain confidentiality while sharing information on a need-to-know basis.
- Promote a safe and supportive environment for all individuals involved.
- Collaborate with external agencies and professionals as required.
- Ensure a culture of openness to raise and discuss issues or concerns.
- Activate a sense of responsibility among employees to address bad practices or harmful behavior.
- Ensure everyone maintains the highest personal and professional standards to activate the safeguarding policy and avoid any negative impact.
Qualifications and Experience:
- Education: University degree (BA in Accounting)
- Work Experience: At least 4 years of experience in accounting.
- Skills:
- Advanced leadership, interpersonal, and personal skills.
- Fluent in spoken and written Arabic & English.
- Excellent computer skills, including Yemen Soft.
- Excellent knowledge of archiving methods.
- Ability to write evaluation reports.
- Strong follow-up, supervision, and reporting skills.
- Excellent time management and organizational skills.
